The reason why i think Mei is much more powerful than we give her credit for is because she has not been able to seriously fight solo with anyone (Mei vs Sasuke doesn't count coz that just ain't solo anymore with Zetsu butting in).
And why does fighting solo matter, especially for Mei?
It's simple: it's all because of the sheer indiscriminate destructive force of her Lava and Boil release jutsu. Think about it; in a one-on-one, to gain an instant advantage over her opponent, all Mei needs to do is spam copious amounts of lava and acid mist--- it's as simple as that! With lava, the opponent either literally melts (or if he survives he is caught within the hardened rock); with acid mist the opponent burns (or if he survives he chokes on the putrid mist or can't see because his eyes are stung by it).
Really, I don't see how any shinobi/kunoichi could solo Mei with her massive advantage in being able to create a lethal terrain that kills most (if not all non-Susano'o) opponents, and which she is immune to!
So really, the reason why her performance has been lackadaisical so far is because she's been fighting with ALLIES, who she cannot risk hurting with lava or acid mist!!
