Gaara is not one so he can't break genjutsu like the Perfect Jinchuuriki can.

Others can still break Genjutsu, but Perfect Jinchuuriki break ALL genjutsu.

Oh, so his fire is hot enough to make it rain so bad to use kirin, but it's not hot enough to make sand into glass, making sand into glass doesn't require THAT much heat.
