On my opinion, Killer Bee was owned by Kisame during their first encounter.

But Gai had always owned Kisame.

Can we conclude that Gai can beat Killer Bee???

Does the manga mean that Gai is on a tailed beast level more than of KB?

Nope. Gai was just bad opponent for Kisame, becuase his attacks were pure, physical forces that Kisame couldnt absorb. Overall, Killer Bee is stronger than both of them.

Just like Gai was bad opponent for Kisame, Kisame was bad opponent for Bee. That doesnt mean Kisame is overall stronger than Bee.

Not really. Gai can use gates only for short amounts of time. Bee, in his Bijuu transformation can tank Gais attacks, and he can use that mode much longer than Gai can use his gates. In the end, Gai loses.
