HEs not a true uchiha so kakashi can't inactivate he's Shari an which he got from obito whos a uchiha and can deactivate it and activate it

then how do you explain kakashi being able to activate ms. Seems a little weird that he cant deactivate sharingan but he can activate and deactivate ms. its either one or the other

He can activate MS, but when he deactivates MS it goes back to the 3T sharingan, he has to keep it on because it got implanted and he's not an Uchiha.

Yes.
He doesnt have control over it(as in activating, deactivating) and he was given the eye when it was activated.

ok to get this straight. kakashi got a 2 tomoe sharingan. He developed it into a 3 tomoe sharingan, and then to a ms. he can activate the ms whenever he wants because he was the one who developed it but he cant at the very least deactivate to a 2 tomoe sharingan because.....? i smell a plot hole

because just like every sharingan, it doesn't matter uchiha or not, no one can go back to 2 tomoe after activating a 3 tomoe,
same goes for 1 tomoe,

MS is a special upgrade, which can be activated/deactivated on user's will .

Also once a uchiha gets EMS, he can never switch to MS ...

As far as I know, no one can deactivate their sharingan to 2 tomoes once it reaches 3 tomoe level and that includes Sasuke, Itachi, Obito and all Uchiha.
