Is like a tie between half of the konaha 11: neji, lee, hinata when she's determined, sakura if you count her medical nin, shikamaru if you count his strategical prowess, choji now that he has his butterfly transformation thing, hinatas dad is probably up there too, and konahamaru is the only character other than naruto and kakashi who actually defeated one of the pains.

1. Naruto - Perfect jinchuriki , powerful techniques, sage mode, great speed, big chakra pool
2. Kakashi - Sharingan, 4 nature types, lots of techniques, smart, versatile, good leader and strategist
3. Yamato - 3 nature types, powerful techniques, smart, great trapper, decent spy
4. Gai - Epic taijutsu, powerful techniques
5. Shikaku - Genius strategist, great trapper
6. Inoichi - Master trapper, sensor, telepathic abilities
7. Choji - Butterfly mode, giant mode, really strong (Placed him here instead of Chouza because of the butterfly thing)
8. Hiashi - Byakugan, powerful taijutsu gentle fist techniques, strong defense
9. Shibi - Chakra drain, great trapper / distracter, good defense, decent offense, smart (I assume he can do what Shino does but better)
10. Kurenai - Good ninjutsu, genjutsu, smart

I base this list not purely on raw power but on general usefulness and it's more based on team fights than 1v1.
Feel only Choji makes the spot from K11 and that he's the only one of them that has surpassed his father/teacher
Neji/Hinata still inferior to Hiashi, Shino seems inferior to Shibi based on what happened in the Pain invasion, Lee still has a kinda long way to go to match Gai, Ino is not as skilled as her father at all,
Kiba's clan is imo not quite top 10 material but he is maybe on par with his mom or slightly stronger, very hard to tell, Sakura is not on Tsunade's level (Not even close) but might get more spotlight now that Tsunade is dead
which hopefully will make her stronger, Ten ten is kinda good but not quite top 10 atm (Though if the she did get that fan back she might go places)

I would put Tsunade on the list but she's basically dead.

And yet she put up the best fight among the Kage against Madara Uchiha. She's not weak, a weak ninja would've died within the opening few pages of a fight with Madara in it.

It's weird, 'cause even the almighty Madara admitted she is not weak and she deserves her title as the Hokage.
Oh, and about the Hokage thing:

Hiruzen's choice was Orochimaru, but he was a traitor.
The Elders choose Jman as the next Hokage, but he admitted Tsunade is more suitable for the Hokage position.
