Zabuza is very under-rated, just because kakashi was a bad match-up.
Just think about, mist+ silent killing that's one of the most porwerfull atacks in the narutoverse, kakashi was a bat match-up because his haunting dogs and sharingan.
Habilities:
*Kenjutsu*
Zabuza was one of the Seven Swordsmen of the Mist, a powerful group of ninjas who used special swords. Even after defecting from the village, Zabuza retained his weapon: Decapitator knife . He was a master in its use, showing great ability in his fight with kakashi. With this sword he was able to defeat numerous enemies, and claiming that the sword "never cut a second time", which means killing a large number of people with a single attack.
*Ninjutsu*
Zabuza was a vey good ninjutsu user, showing he was able to do very powerfull water jutsus, like the water prision, water clones, water dragon etc... But his most powerfull ninjutsu was the jutsu of hiding in the mist, with this jutsu, zabuza could releaze a lot of chakra and transform it to mist, then he could hide in the mist and atack the blinded enemie.
*Taijutsu*
Zabuza prooved to be very strong, when he kicked kakashi very hard and sended him far away from Tasuna, for making easiest his assasination. He was also very fast, he prooved this when he infiltrated inside the
Naruto-sasuke-sakura defence formation in a few seconds without being detected. His speed allowed him to catch kakashi in his water prision giving kakashi no chance to dodge his atack.
I made a summary of his skills because if i don't you wouldn't read.
So in my oppinion, with his skills he could beat many strong opponents, any opponent that doesn't have a good counter to the mist is screwed with this guy, so in my oppinion high jonnin level (kakashi being mid-high kage)
