Tier List + Formula

So I thought I'd post my Tier list here as well as the formula I used to devise it and see what you guys think. The formula is rather simplistic; I took each stage of Naruto's development and made that a Tier, than I took each character and decided which Naruto incarnation they best fit. Than any character who I couldn't fit into those stages, ether due to lack of information or because they were stronger than the strongest incarnation of Naruto, I put in a U (Unknown) bracket, which can be dispersed among other Tiers when new information comes to light or a new incarnation of Naruto appears that they can be compared to.

you dont know what hiruzen prime can do as far his denfense or speed didnt decreased was his stamina and chakra level

They are placed in no specific order, all that matters is what tier their on.
