Tobi was not afriad of Itachi defeating him. Itachi was a part of the Akastuki, which is led by Tobi.
This would mean Itachi is benifitial to Tobi's plans. If he would have boken they're pact, Itachi would have left the

yup totally agree. . . we know now that just sucking in people, like obito did in the past (ex: those two skilled danzo's bodyguards, which by the way I believe that the way he finished them was totally pointless) does not work so effectively. Itachi can outclass tobi in several aspects. He can certainly avoid Kamui's ability in several ways.

concerning the topic - I believe that the correct way to describe the situation would be that Obito wanted to avoid any unnecessary conflicts. Fighting with Itachi for instance would be pointless, it would not serve his cause in any case.
Nevertheless, this does not mean that Obito was confident that he could beat Itachi.

It has been established that itachi definetly could have killed obito by him saying "If Itachi knew my secrets Id be dead by now" which proves that Obito Definetly thought Itachi was MORE than capable of killing him. He didn't fight him head on, one on one, he didnt even try to catch him off guard while he was alive. If he was really stronger than Tobi, he would've just killed him and dismantled the Akatsuki chain of power from the top. He didn't even know everything about Tobi, and he still knew enough to see that he couldn't beat him in a one on one fight.

I'm guessing the kept a pact to keep itachi in line, not out of fear of him. Tobi is a pretty bold character who doesn't seem to fear death at all. Remember he was capable of using uchiha jutsu that itachi could not because of his being infused with senju DNA. Izanagi could have easily stopped itachi, as well as his ability to slip thru dimensions with kamui. Also he had one of madara's eyes and could not fall to genjutsu which was itachi's strong point. Susanoo'o and ametarasu could not hit tobi so he would not fear them, and could easily reverse them with izanagi. I think it's safe to say he did not fear itachi, and at the risk of being attacked for this, I think he could beat itachi.
