This is going to be for the top 15 strongest characters this list will be going by the strength of the characters when they were in there prime/there strongest point in time I will also be explainning why there at the place where I put them I dont mean to brag though but I think this is the most accurate you'll find on nb but anyway lets get started.
1. Obito Uchiha - He can beat in narutoverse except maybe the Sage Of Six Paths due to his space time intagablity no one who isn't a space time user can touch him not to mention his Gedo Mazo which by it's self gave KM Naruto,Bee,Kakashi and Guy a run for there money adding on to that is his tailed beasts that are each mountain busters.
2. Kabuto Yakushi - He has a army of powerful edos most of which that are elite jounin or kage level with the exception of Sai's brother Edo Madara alone has solo'd five kages so adding a army and his invincible I put Obito higher though due to his space time manipulation and gedo mazo and the fact that Kabuto already acknowledged that Obito is stronger than him.
3. Naruto Uzumaki - Lets see he has a kage bushin army that all fight on par with kages he can blitz anyone with his incredible speed has the best taijutsu in the manga only rivaled by Guy has tbbs that can bust mountains he can seperate himself from Kurama so he can have Kurama come out anytime he wants. Not to mention with his sensory skills and his speed he can dodge any attack even techniques like Amaterasu and Kamui are slow compared to his speed. He can also make a Oodama Rasengan army that was able to destroy a whole forest that Madara made with only a tiny bit of Kurama's chakra in base now that he has all of his chakra his Oodama Rasengans are way way stronger. His rasenshurikens can also damage anyone it touchs due to it's massive power and slicing ability that was said to be able to destroy the enemy's chakra network when it hits them.
4. Madara Uchiha - I know what some you are saying Hashirama beat EMS Madara so why is EMS Madara higher than him that's simple Hashirama beat EMS Madara but in his prime he had Kurama as his summoning and lets be honest he had a mountain busting tailed beast and it was said that Hashirama only won because he sealed Kurama inside of Mito without Mito there he probadly would have lost.
Why Naruto is above EMS Madara? That's because Naruto has a counter for all of his techniques. Perfect Susanno is only a strong as a regular tailed beast BM Naruto is way way way stronger than any of the bijuus Kurama's finger was able to go righty though Minato and Kushina with ease so im sure a Kurama arm can destroy Perfect Susanno if not than it would destroy a large portion of the Susanno. Naruto can also make a tbb that can destroy it. Madara's fan can be countered by using taijutsu.
5. Nagato Uzumaki - His above Hashirama due to the lack of feats Hashirama has it would be a stretch to say he can beat Nagato going by only hype. Anyway his here because in his prime he can use all of the six paths in his own body which was said to be even stronger than the six paths of pain he also has the Gedo Mazo but we dont know what techniques he can use with the gedo mazo so I wont count it. Ninjutsu is useless aganist him due to the preta path, he has summonings that cant be killed and his shinra and chibaku tensei have enough power to destroy a village so yeah I think what I said is enough to put him here.
6. Orochimaru - I put him before Hashirama because in his prime he has edo tensei with edo tensei he can summon Hashirama.
7. Hashirama Senju - Yeah not much to say here except mostly hype his power was said to be a fairytale and Dan said that he was the only one that can beat Madara and more hype.
8. Mu - Invisiblity,Sensory and Flight make it impossible to hit him. He also has jinton which is poweful enough to destroy susanno.
9. Onoki - His the strongest of the kages and Madara even said that his a threat also he fought aganist two edo kages for two whole days in his old age in his prime he was probadly about this strong.
10. Minato Namikaze - He can dodge any attack with his flying thunder god and if he puts a seal on you than gg. His also dangerous because of his intelligence he can instantly figure out the weakness of any technique after seeing it only once.
11. Killer Bee - His really fast even in base Sasuke with his sharingan activated couldn't even follow his movements. In his 4 tails mode his even faster hitting Sasuke with Lariat before he could even turn around it was even said no one but A the second fastest person in narutoverse could dodge him. He also has ink clones and tbb.
12. Gaara - Has sand defenses that were able to block Amaterasu can make sand tsunamis, sand pyramids, sensor sand,sand clones and can take flight using his sand.
13. Itachi Uchiha - Has powerful genjutsus that even genjutsu masters such as Kurenai and Orochimaru [According to the databooks] fell under. Has Amaterasu one of the fastest techniques in narutoverse and Susanno one of the strongest techniques in narutoverse.
14. Sasuke Uchiha - He has weak genjutsus, chidori variations,Amaterasu manipulation and Susanno.
15. 3rd Raikage - Was said to be as fast as his son. Fought the 8 tails and lived. Fought 10,000 shinobi.
