I don't really understand why this eye jutsu is that overrated, a jutsu that even has no feats in battle, a jutsu coming from someone we have even never seen fighting. We know that Danzo even managed to take his eye before he actually uses it, that means to use it there are some precaution needed, but people actually ignore it since they have never seen Shisui fighting, but they still overrate this eye ability
Some people say that Shisuis eye can be cast without eye contact, and i don't know where this nonsense come from. It's still an eye genjutsu. Like Sasuke asked Itachi,
But really, how do you know Danzo didn't made eye contact with Mifune? There was a time before the presentation and the kage summit. What makes you believe that during that moment, Danzo didn't do something about it? There are also some skiptime during the kage summit. Maybe, Danzo took advantage of when some of kages where reckless to remove a part of his bandage and control Mifune at that moment(after all i think they were facing each other). There are many things that could have happen especially when we talk about a jutsu we don't even know very well.
But what is to notice is that when he fought Sasuke, when he wanted to use KA, he removed his bandage. If really eye contact wasn't needed, why did he wanted to remove it? In the contrary, it would have been better if he could have landed it as a surprise attack, but he didn't
So these are the reason why i do believe that Shisuis KA also needs eye contact. It's also an eye jutsu, so don't know how or why it could happen otherwise
