Sakura has never planned on leaving Konoha for real - she was saying that in the hope that she could later convince Sasuke to just return back if he believed her. I don't like her, but she isn't completely useless.
And saying she's a bitch just because she loves Sasuke is rather stupid to say. That's like saying Hinata is a bitch for loving Naruto because Naruto hasn't accepted her love confession either - at least not from what is shown.
