Deidara as an Edo can use C4 and regenerate and then use it again, so I'd have to say Deidara.

kabuto. unlimited spam of his strong attacks like muki tensei and white rage, eternal perception and speed, liquid form preventing anyone sealing him, ability to call forth more edos.
hed actually be unstoppable. right now his sole weakness is the ability to die and posibly arrogance. and unlike deidara or mangetsu raiton cant stop him

Tobirama could technically just create an ocean (Kisame as well, I guess), Minato in a body that can't get destroyed would be absolutely insane, Hiruzen with unlimited chakra could use oh-so-many techniques...

I would definitely say Maito Gai. He can activate 8 gates while having an undying body and limitless Chakra.
