Why do people say shishui could only use kotomasuki once every 10 years. For the people who believe this ask yourself this- why was shishui known for that tech and what does an ms tech half to do with senju dna discuss and vote

He said Shisui's MS required another decade to activate it again. I do not believe he was talking about himself. The only thing that he said tws that he couldn't use it at the time. The only thing that allows the cool down time to be shorter is Senju DNA.

I think we can conclude the cool down for 2 Uchiha's who doesn't have Uchiha DNA has the same cool down for the same technique.

For example: Danzo has Senju DNA, so he was able to use it more often than Itachi and Shisui.
