4th raikage The fastest shinobi alive?

So I've been thinking when raikage said after the 4th hokage died he was the fastest shinobi alive. I don't know if anyone would agree but would guy or rock lee be faster than him or atleast could challenge him in Speed or could be equal? When gara faught rock lee not even his ultimate defence could help him but then again raikage would probably do the same. But I think raikage himself forgot about konoha's green beast and bushy brows

before naruto was able to control his bijuu mode, the fourth raikage was the fastest. Guy could match his speed with the 6 gates and up or something like that but the raikage can power and be super fast at anytime with very little drawbacks while guy is left vulnerable after using the hidden lotus. Used to be. At the time it was mentioned, he was the fastest. Until Naruto managed to dodge his fastest punch in KM. Which is practically the reason he let Naruto go. Since he saw potential in him.
