Shikamaru is great, but intelligence has a limit. He lost to temari, Tayuya, and he would have lost to the fodder chuunin. He just does not have enough in his arsenal to effectively solo people. He works best as a team leader as Kurenai said. Add Shikamaru to the Naruto, Kakashi, Bee, Gai team and its a different story.

If given 1 billion instances where Obito's power was 100 times less and Shikamaru was dozens of times stronger and given hundreds of years of prep time and an immortal body he can't do shit. Joki is a pretty big Shikamaru hater and he does underrate him but he does have a point. People think Shikamaru stomps various jounin level ninjas who he can not compete. For example, I doubt he beats Zabuza, Temari, etc. without any form of prep time. He could have become a jounin since he does have kage level intelligence but he lacks power which is very important.

Still Obito stomps Shikamaru no difficulty. Comparing a chunin against a ninja giving multiple kage level shinobi a good fight is stupid.
