[Taka's] Water Release Tier

So, I love shinobi with water release. They're all just so graceful, except maybe Kisame. But let's leave that piece of sushi alone for now. Discuss.

This list is the same as any other list, one that judges the ninja as a whole, the only exception is that they're all specifically Water Release Users.

That's right, and he's not even my favorite one. Let me just start off with:

Naruto chapter 120, page 4:Tobirama Senju is considered to be the most powerful Water Release user to have ever existed because of his ability to create powerful water release techniques in areas where there was no source of water at all.

He only needs one hand seal, or none at all, and absolutely no water source at all to perform jutsus such as:
-Water Release: Water Encampment Wall
-Water Release: Water Dragon Bullet Technique

Naruto chapter 120, page 4: "..perform some of the most complex water-style techniques, such as the Water Release: Water Dragon Bullet Technique, with a single hand seal. This amongst other reasons is why he is revered as the greatest known Water Release manipulator in the series."

Not only was he gifted at Water Release, he was an all around shinobi. He invented the Edo Tensei, created the Academy and founded both the ANBU and the Konoha Military Police Force.

Naruto chapter 502, page 12: "Either way, he's (Tobi) no ordinary shinobi, he can control the Kyuubi and is better at Space-Time Ninjutsu than me or the Nindaime.."

Naruto chapter 481, page 4: "By simply touching the ground with his index finger, he could detect the presence and number of enemy shinobi"

Suigetsu is basically better version than Mangetsu; also, we only know this much about him. No "why?" or anything to support or sustain any claim people would make..

Thank you guys! As for your comment, I disagree with Mei, but maybe the Second Mizukage, if you give me a good enough argument that I cannot counter, I will edit my list!

Well, because Mei's mastery over Water Release has led her to further develop Boil. Also, I think Mei as a whole is better than and would beat Kisame. This is about, but not limited to, Water Release.

I think Haku should be higher in that list. His Ice is quite powerful that it can resist fire techs and he can use it to teleport, just like how he attacked Sai and the others who were flying above the sky. The 2nd Mizukage should be higher than Mei, and Kisame's water jutsus are more destructive than hers (not saying this means that she can be defeated that easily since Kishi is not giving much attention and justification on her, but that's what we've seen so far).
I also think Kakashi should be lower (probably just Elite Jounin) since he doesn't really specialize in water, but he's more inclined in lightning and earth and Darui should be above him since Darui can also incorporate his water release with his lightning techs.
Well that's about my opinion about it for now. Nice list.

Interesting list. Original idea. I'd put mei at the top though - she pretty much did what Tobirama did but on a far larger scale. Also, I'd put zabuza over suigetsu too. I dont even know why mangetsu is there to be honest but its your list. And I'd put darui at the top of the low kage list - we know for a fact that water is darui's affinity and that he is a master of it - he can use storm release and therefore must be a lightning and water master. As for for ukataka and yagura - too hard to tell (for me anyways). I'd also perhaps put kakashi at the bottom - I dont think water is his affinity. But excellent list

Thank you all. Remember, this list is just like any other..with the only rule that the members have to be able to perform Water Release. It is not the only factor though, I judge them as an overall shinobi, not just by what they can do with their Water Affinity. Obviously it has some weight to it, and in some cases can be a deciding factor because after all this list revolves around it..but it's not limited to that. Zabuza over Suigetsu? He can perform all of his Water Style's except the mist, plus more. Suigetsu even has his sword. I don't think Zabuza is better. I also don't think Haku should be higher, compared to the rest, he just doesn't have the stats..in my opinion.

thereoretically yagura beats any other water style shinobi because he can turn water away from him in an ultimate defence by doing the exact same thing. kabuto did kakashi's great waterfall tech in a place without any water

no he isnt. not once in this chapter is it ever even brought up. and moreover do you think those fodder anbus knew about kisame? who made a FUKIN LAKE?

mei did this. and zetsu-as-kisame nearly did a very high level suiton with one seal. and he isnt revered at all. oro even said its EXPECTED of a kage level shinobi to be doing this.

you always need a seal for suiton. and kisame made a giant lake dome with no water nearby

 

[Forbidden Technique]

Good list, but i personally believe Kisame would beat Mei. She has no counter to his Great Shark Bullet and Water Prison Shark Dance, where he created that huge water dome and fuses with Samahada.
