Actually, cloack Naruto is faster than Tsunade in that state. The fox chakra increased his senses and healing ability if you remember.

Though still I go with Tsunade.
Part 1 besides 4 characters (Naruto,Sasuke,Neji and Lee), isn't much.

Naruto Uzumaki (rasengan, limited kyuubi chakra, at least 100 clones)
Sakura Haruno (even at that age good chakra control and good strategy)
Hinata Hyuga (Gentle fist, byakugan)
Kiba Inuzuka (Akamaru, Soilder pills, Fang over Fang)
Shino (Chakra consuming bugs)
Ino Yamanaka (mind transfer justsu)
Choji Akimichi (expansion jutsu, akimichi pills, butterfly mode)
Shikamaru Nara (Shadow possesion and shadow bind jutsu, really high IQ)

This is fanboyism at it's finest the konoha 11 can beat a non restricted Tsunade but you gave them full knowledge on her ablities and restricted her. Konoha 11 stomp low diff Hinata or Neji cuts off her chakra points or Shino can use his bugs to drain all of her chakra 1 Tailed Naruto blitzes her. Yeah this is too much.
