I don't think so. Tobi said that Izuna gave Madara his eyes, but Madara was just manipulating Tobi, so that could be a lie. The Madara I see looks selfish and power hungry. He would do anything to obtain power. I think he took his brother's eyes.. Because that's what a selfish power hungry guy would do... So inconclusion, I don't think he cares about his brother

As far as we know, Izuna was the vessel so Madara can regain his eyesight. Anyways, your theory could also be possible. Madara may not be THAT evil after all and he is just using evil means to get a good end, to reunite with his brother.
