Here's my controversial list of the females in Narutoverse. I will explain only the ones I think people might disagree.

Special Tier

-Kushina and Mito Uzumaki
I don't know where to group these two. We know very little of their abilities yet, it is unquestionable that they were strong shinobi. This tier does not mean they are better or could beat any of the other ones listed below, it simply means they are special.

Kushina: Naruto chapter 500, page 3
"As a member of the Uzumaki clan, she was blessed with an exceptionally long potential lifespan and a life-force so strong that she survived the extraction of a tailed beast minutes after giving birth, though she was left severely weakened. She also had great skill and knowledge of advanced fūinjutsu, which she would teach to Minato."

Mito:
"She was shown to be exceptional at fūinjutsu, being able to seal the entirety of Kurama within herself. Also, due to being a member of the Uzumaki clan, Mito had the potential to live an exceptionally long life."

Let me start by saying she is one of the most powerful kunoichi in the whole Narutoverse. All the characteristics listed below make her worthy of being a Kage in both skills and intelligence.

Naruto chapter 553, page 13: "The power of her winds also seems to have increased, being able to seriously injure the Third Raikage, whose body is known to be extremely durable. By the time of the Fourth Shinobi World War, Temari claimed to be the best wind release user in the Allied Shinobi Forces."

Second, look at this attack, she was just a Chunnin. Her Great Sickel Weasel Technique would be a major damage dealer in any battle. I mean, look at the aftermath! She has a great summoning.

She is also very analytic and intelligent. At an early age, and much to everyone's surprise, she was able to:
-calculate the distance it would take for Shikamaru to reach her with the Shadow Imitation Technique and keep out of its grasp.
-dispatch of Ten Ten quickly
-defend against Rock Lee's Whirlwind
-Asuma praised her as a great strategist, knowing what an excellent strategist is because he mentors Shiakamru

Low Kage:
-Chiyo

Basically, the reasons are pretty straight forward.
-White Secret Technique: The Chikamatsu Collection of Ten Puppets
-Her amazing medical ninjutsu. She created an antidote for one of the world's most dangerous poisons. She fought Hanzo so many times and survived that she was able to do so.
-One's Own Life Reincarnation Technique
-Puppet Performance: Skilful Achievement with a Human Body
-She controlled a human and made her successively evade fatal poisons and weapons.
-She sealed the One Tail inside Gaara.
-She, alongside Sakura, defeated Sasori.

Elite Jonin:
-Sakura
-Hinata

-Ten Ten
-Anko
-Ino
-Karin
-Kurenai

Temari is actually my second favourite overall character and favourite female but I don't think she is kage level yet. You were a bit generous in the way you ranked everyone. Sakura is strong but a low jounin IMO. You need to create a chunin rank as well. I'll read the thread later tomorrow. Still I'm glad you didn't underrated Temari so it's all good.

You should switch chiyo and temari she has powerful wind techs but i believe chiyo's puppet performance (i forgot if it was 100 or 1000 puppets) can create damage on the same scale. And temari is still too unskilled and inexperienced.

I think I wasn't generous. I think Sakura is elite, just like Hinata. I'm glad it's all good
