This list uses only ninja that are alive (I'm counting Madara as alive) and their fighting capabilities based on their current manga situations.
1. Edo Madara- If I have to explain, then please leave the site.
2. Obito- without Kakashi's kamui, he'd be untouchable.
3. Naruto- in his Bijuu mode, he has shown greater power than B. Plus he just got angry.
4. Orochimaru- Recently revived, so in perfect health. He has also just absorbed a bunch of chakra from Kabuto, so he's in great fighting shape.
5. Sasuke- Probably tired from just fighting Kabuto, plus he's an emotional wreck atm.
6. B- he doesn't seem tired, but is a large target and just had a tentacle cut off.
7. Gai- has shown no signs of slowing down, and still has the 8th gate up his sleeve.
8. Kitshuchi/Darui- Commanders of different allied shinobi companies, they are still in good fighting condition.
9. Suigetsu- He has shown the ability to easily stop Juugo's rampages with his uber hydrification tech.
10. Juugo- Is said to be about equal to Suigetsu, but I don't really agree with that. Either way, he hasn't been fighting recently.
11. Mifune/Kankuro/Temari- Simply because they are in good fighting condition and stronger than the Konoha 11.
12. Rest of the 11- On their way to the Madara fight, so they will be fighting soon.
13. Kakashi- After 4 rapid-fire Kamui, a collapse, and the realization of Tobi's identity, he's in no position to be winning any fights any time soon.
14. Tsunade- Is still conscious and able to summon Katsuyu, despite her recent bifurcation.
15. Kabuto- Is completely out of it.
16. Rest of the Kage- Basically dead.
Anyways, post any thoughts or disagreements you have below.
