if we are excluding dojutsu like rinnegan, and the different variations of sharingan, it would be wood style. said to be the most unique and powerful only the first hokage was capable of doing it.

it's a Dōjutsu like the Sharingan and Byakugan but it isn't limited to a certain clan

On topic: If Dojutsu is included, then it's of course the rinnegan, but if we talk about elemental Kekkei Genkais then I'd pick Wood Style.

I wouldnt count mokuton as the 'strongest', it is just really good to surpress chakra. Blaze release, Lava release would burn it up.
