He doesn't have dust tech

Definitely high jounin as he has a good offense and defense. We haven't seen much of him but he is the strongest ninja in his village after Onoki. I think he may actually be a low kage level shinobi but we haven't seen enough from him to say such. Basically he has great physical strength, taijutsu, powerful earth shifting ninjutsu and a great defense in the from of earth walls and such.
