Would Obito have been the best Kage in History?

If Obito had never been crushed in the war, kept both eyes, grew up under Minato's tutoring, gained Mangekyou (s/t migration, intangibility, and kamui kakashi style) and got chosen as 5th Hokage would he have been the best or one of the best Kage's in history?
I definitely think he would have been in the Top 3 Kage's in history, though others have their own opinion, which I'd like to hear.
Ohh and no rinnegan for this konoha style Obito.
