Gravity prevents Minato from touching Nagato. If you can control gravity then you can beat Minato. How you say? Tendō grants you rule over gravity, he can deflect every one of Minatos ftg kunais, rendering his mosquito tactics(flying around almost invisibly) useless. This inturn, makes Minato run for his life, no Kunai means no teleport spam, and if he fights him head on he will lose his life. now factoring in: Tendō, Shuradō, Ningendō, Chikushōdō, Gakidō, Jigokudō, & Gedō, all can be used in unison, & in combinations, and due to Tendō, Nagato has a plethora of ways to utilize those combinations(Banshō Ten'in)
If Nagato were to go the Pein approach, his powers will be reduced but Pein will share vision, and will use their virtually unstoppable battle formation & Tendō's abilities to render his Kunai useless, Minato Loses either way.
Gravity > Minato.
