The Uchiha clan are not that OP and the power scaling has not changed since part one. The reason why is because not all of the uchiha clan can awaken the sharingan which was stated here by sasuke in the 3rd panel:
Sasuke said a select few but I think kishi was "under"exaggeration but yh either way not all members unlock the sharingan.
And on top of this not everyone who awakens the sharingan can awaken MS as stated here in the 1st panel by sasuke's father:
Only a few so this means in the whole entire clan only a very small number have awakened MS
And after years and years we have learnt them:
6 people with MS:
Madara
Izuna
Obito
Shisui
Itachi
Sasuke
On top/because of that rarely does anyone ever awaken EMS.
2 people with EMS:
Madara
Freshly new to the group Sasuke
End result only 1 Uchiha has gone all the way to the Rinnegan:

People have been saying the Uchiha are too OP but what we need to remember is that it is very very small number of uchiha who reach this power level. Most of them don't even reach Sharingan talk about MS, EMS and Rinnegan.
This has brought me to the conclusion that the Uchiha clan is not that destructive, what makes them special is that select members have the potential to unlock the sharingan and very very few members have the potential to enhance on that power. This is what makes the Uchiha clan on a whole stronger then the other clans.
According to Kishi most members don't even Unlock the sharingan it is only the elite/chosen ones who do and as we know very very few members take the sharingan to the next step and I mean very few.
The power scaling has not changed we need to remember that people like Madara, Obito, kabuto have done forbidden/evil things to enhance their bodies which is why they are on this power scale. (Not Kabuto any more but that's how he was able to get there).
So conclusion of this thread:
It's not the Uchiha clan that is OP and destructive but it is only a select few in the Uchiha clan have the potential to become OP and destructive which is what put's them on top.
Other clans can not reach this scale of power which is why they are below the Uchiha clan.
