I was too understand that's how matters worked, but it seems Kishi may not have made the 3rd and 4th as powerful as the 1st (and 2nd) :X It's supposed too be a theme isn't it ...

We don't know just how good the 2nd and 3rd were (3rd in his prime), so untill those facts are released- well maybe the 3rd or 2nd are better than the 4th (tho, depends on what you consider stronger -- Strength or power.) Much like a Gai vs Itachi match. All depends on ones preferences.

Hiruzen and Minato can probably beat Hashirama and Tobirama, but just because they can it doesn't mean they're stronger than Madara. People constantly think a > b > c logic works in Naruto, it doesn't. The best example is the five chakra natures: fire stronger than wind, wind stronger than lightning, lightning stronger than earth, earth stronger than water, water stronger than fire.

3rd Raikage and Kazekage's were both the best out of all of their villages Kage

only 2 Tsuikage's to begin with

yes the 2nd Mizukage was probably the best because we don't know much about the first, but their village is fodder anyway.

You missed my entire point. People believe Hashirama to be the strongest Hokage because he beat Madara, and just because Hiruzen and Minato can't beat Madara, people believe Hashirama is stronger than them and use that as evidence to refute why Hiruzen was called the strongest Hokage. My point is to show why those people are wrong. I wasn't using each individual Hokage's chakra natures to show why one is stronger than the other. The chakra natures are to provide an example why a > b > c logic doesn't work in Naruto. Because of that, there's nothing wrong with Hiruzen and Minato being stronger than Hashirama.
