It can go either way, but I'd give it to Nagato. He can use an infinitely stronger (exaggerating a little) CST, and Chibaku Tensei can tear Hashirama apart. Casual Shinra Tenseis deflect any forest Hashirama sends at Nagato, and flight via summons gives Nagato the edge too.

im justt clarifying that nagatos shinra tensei wouldnt be stronger than the one than pain used on konoha since nagato stated that he put his full power into deva path to use the tech.

thats like saying that itachis amaterasu is weaker because he was sick. Nagato channeled all of his power into deva path. The paths are only weaker because only 1/6th of nagatos power is in each path. That wasnt the case with deva since it had all of nagatos power.
