you should use textures or play with Pattern overlay/gradient... with sand .... there's also lots of good water brushes. They dont have to be color blue.. water is pretty much transparent. Play with opacity chose softer color.

You should try out some good air sig tutorials...adding some random brush effects ain't gonna workout. The sigs also lack blending and few other things...among these only Gaara sig looks better.
