I think Kisame has the edge but I think A could pull it off if he can avoid samehade.

Not true, he handled Bee just fine who is faster than Sasuke who is faster than Deidara.

Kisame wins mid difficulty. Kisame always creates a water dome at the start of a match. A's lightning armour will easily be absorbed and from what Kisame has shown, sensory abilities and superior reflexes when merged with samehada, he should be able to keep up with base A just fine if not have a speed advantage underwater.

I don't see what A can do while Kisame is underwater biting him and sucking out his chakra by using both samehada and water dome. A also has no long ranged jutsus unlike Kisame. Not to mention that Kisame is very durable and was able to survive 7th gate Gai even without samehada. With samehada, Kisame can heal himself just like he did when Bee used a lariat against him.
