Can sharingan users use other sharingans special abilities?

So, are sharingan specials like Kamui or KA exclusive to that eye, or are they natural to that eye, but other sharingan users can train to use it like Chakra natures. Or can you gain another users special ability by getting EMS. Ex: Obito getts Shishui's eyes, and getting EMS, would he have Kamui and KA?

I assume the techniques are unique to the eye. if itachi had ka and sasuke amaterasu and tsukyomi. when he implants his eyes he will have all 3. dont quote me lol

I think the special abilities are exclusive to that particular eye and also i don't believe you can train for another persons special ability unless you are his brother etc you would have to take the persons eyes

Sharingan techniques and abilities are exclusive to that Sharingan user. However, they can be distributed upon clansmen (or atleast brothers) through using the Transcription Seal technique. i.e. Itachi>Transcription Seal: Amaterasu>Sasuke.

Nice, i was just wondering if they were like chakra natures. Some people are born and naturally adept with them, while people who want to master them who don't have the affinity, would have to train years to master that. Anyways thank you
