I got kind of bored with all this Obito and why he's evil stuff so I re-read Orochimaru and sasuke stuff which is a another part of the current story going on in Naruto which I am also interested in. Look at the different sections of this thread and read anything you are interested in. You don't have to read the whole thing there different topics in a way just read what your want.
1)That scroll probably has something to do with the Reaper Death Seal
This is a theory which ziggyZ came up with which is what I also believed:

The scroll that Suigetsu found, contains the information of how to undo the RDS cos remember that it was Oro's scroll and his arms are sealed inside it so maybe he wanted them back or something so he studied and created a jutsu which will reverse the RDS.
That's why suigetsu said "With this we can rule the world" perhaps he new the power of all the 4 Hokage's and new that with them resurrected and with them under their control(EDO TENSAI) they could take advantage of the war being that all previous EDO's were released(except Madara).

To add my beliefs to this theory I think the scroll allows the user to take control of the Reaper Death Seal and by this I mean use it without sacrificing there life or sacrificing someone else instead and to release the souls that has been sealed the the reaper death seal already.
Also isn't it strange after all this scroll talk reaper death seal is mentioned in this chapter and how Orochimaru couldn't not use his arms due to it, that was out of the blue and I think is foreshadowing from Kishi:

2) Sasuke most likely wants to talk to the hokages
This is a theory made my me:
"The only people that I can think of that "know everything" that includes the clan and the village is the former hokage's.
The reason I think sasuke want's to speak to them is because he has heard tobi's side which is basically madara's, this is the against the leaf side, itachi's side which is the middle and all that left is the supporting the leaf side which is the hokage.
Sasuke want's to speak to them so much because of two reasons IMO.
1) Itachi was an uchiha yet he chose the village over his clan, why?, why was the village so special.
2) From madara's side of the story all the uchiha went against him and chose hashirama for hokage. Once again uchiha going against the clan for the village, what is so special about this village? I think this is what sasuke wants to learn.
Also sasuke is not for or against he wants to solve this problem which is the uchiha getting massacred. But to solve a problem and to make a fair decision you must hear all sides of the story.
Another reason why I believe it is them is because orochimaru did not seem to happy when he said "what do you want to speak with them for." - or something like that.
So then I thought what is the one thing orochimaru hates and I remembered it was the hidden leaf that orochimaru despised and had a grudge against (I can't remember why, does anyone remember why? Post below) so yh these people have to be from the hidden leaf for orochimaru to not be happy about them and my reasons above for why sasuke would want to speak to them seem to match."
If it was to be one hokage I would say hiruzen as hiruzen knew the uchiha well as they were his comrades in war plus Hiruzen also knows Itachi as itachi was born and raised in Hiruzen's rein.
The next candidate if it had to be one was Hashirama because he would know about the uchiha also because he joined together with them to create konoha.
3) Jugo's clan all have the ability to use DSM but don't have the chakra reserves to balance out the natural energy they take in so it takes over them.
I can't be bothered to get into this but basically you know when that old frog said if you can't control/balance the natural energy you absorb when trying to use frog sage mode you turn into a frog. Yh I think Jugo's can can absorb the energy but can't control/balance it so they turn into those things which do resemble dragons in some way
4) I don't think Sasuke and Orochimaru are interested/will take part in this war.
I don't think sasuke is interested because before he wanted to take out his wrath on Konoha but after a talk with Itachi know he wants to learn more about the Uchiha massacare and why Itachi chose the village over his clan. This is why I think sasuke is unsure of taking revenge he needs to here all sides of the story first and evaluate what needs to be done using his own eyes and his own will (Sticks arms out in front of me)
Orochimaru because well...
Just like he said this is a war started by someone else with their reasons and intentions that has nothing to do with him, if he's going to do something as big as a war or an invasion it will be to benefit himself and for his intentions.
What I think will happen is that Orochimaru and Sasuke will be the final arc after this war arc. I think this will be perfect the first villain of the series will become the last and if the theory is correct he will be at full strength with his arms and all his ninjutsu. Like suigetsu said that scroll could gain control of a war so it is a force to be reckoned with and would make orochimaru a great threat.
Sasuke and Naruto's battle will be in the last arc of the series which makes sense because everything has been leading up to this, if the had there battle like let's say before the war arc there would be no build up between the mighty Naruto and Sasuke any more like their has been since the start of the series and also they will not be at full power. So it being at the end of the series is better.
Also:
Kishi uses the word Journey which means their going to do quite a bit of travelling, I think this war that was started by Obito will be settled now. I think all the problems of Obito, Madara and this whole moons eye thing has reached it's climax and when the shinobi alliance come this will be the last battle and the war will be over.
I don't think sasuke can find out everything and still travel all the way back to this war and take part in it but he may come at the end of it and talk to Naruto and will tell Naruto his new goals. Last time he met up with sasuke, sasuke told him he will kill everyone in konoha to remove the Uchiha from their memories now when they talk sasuke will tell him his new goals whatever they may be from what he learns.

In the midst of this, I began suspecting that the scroll may contain a sealing, resealing, or unsealing technique. As I reread some chapters this theory seemed to bear some fruit when I noticed Orochimaru mentioned another way to revive his arms that were initially sealed by Shiki Fūjin (Death God).

(Living Corpse Reincarnation), but an entirely new one that has yet to be revealed. My conclusion is supported when Suigetsu states Orochimaru cannot use his arms due to the Shiki Fūjin and faintly when Sasuke remands
