One is a hokage. However Tobirama annoys me because he has so many fans and has done nothing in this series and has the least hype of any hokage and has shown the least ability and potential of any known kage. People claim he is stronger than minato and claim he is their fav ninja but he has used like two jutsu in the series and they were nothing special.

Darui, he's smart enough to figure out two extremely strong characters way to fighting. Tobirama and the 2nd Raikage died by those Kin/Gin, it's completely BS. Besides, Tobirama has Edo Tensei and ST. We don't know what Edos he has so cross Edo Tensei out, we don't know how skilled he is with ST. Darui is black lighting, Tobirama has only water. What does it mean? Lighting > Water because Llghting works best when there is water. It'll probably just backfire on Tobirama or even Darui but doesn't really matter. On top of Lighting > Water, add Black lighting, it's even more powerful so imagine how much that would do.

With hype

Tobirama < Darui

With no hype

Darui > Tobirama
