Depends on what the scroll is, which we have no idea on. I highly doubt a post-incarcerated Suigetsu knows much about current events i.e. Madara, Naruto, and Obito (How strong they are)

One way or the other though, Sasuke will get the power that puts him on Naruto's level, wether it's from the scroll or an extremely radioactive dumpling.
