So the best ninjustu user would have to be between orochimaru and kakashi right? xd

Hiruzen Sarutobi.

He has 5's in the databook for ninjutse, genjutsu, taijutsu, and handsigns. And he has the most knowlegde of all jutsu's in the leaf village. He hands down is the best ninjutsu user.

Obviously people are deluded judging from the replies. The feat goes to Nagato. He is the only one who mastered them and was said to be able to do any ninjutsu he desired.
