Best character development in Naruto series

However, from other characters we see pretty good development from:
Sasuke
Jiraiya
Kabuto
Shikamaru
Choji

I don't see how anyone can say Naruto. He's been the same all the time and getting stronger doesn't count as character development.

I was gonna say Sasuke, but changing multiple times isn't development either.

he's just some emo ***** if you compare him to vegeta

-Got his whole race wipped out
-Got kakarot annoying him

Still acts like a goddamn king

Sasuke= just a *****

naruto haven't developed much .... his way of thinking haven't changed ever since he was a kid

but Itachi's character development was also amazing ....
Itachi =>> Boy Genious -> Arrogant Anbu leader -> Ruthless Murderer -> Cool Villen -> Sacrifice -> truth abt Clan massacre -> pacifist and hero who saved the day

Not the same situation.

Vegeta never gave a f*ck about his people or his planet, so when he lost it, he felt nothing.

Sasuke did care about his family.

Also, Vegeta is just like Sasuke.
Both sacrificed themselves for power, both have that "F*ck everybody", gloomy attitude and both act tough and can get their ass handed to them due to it.

Gaara went from lonely sociopath to near mental breakdown to mental build up to being a good person to being the kazekage to dying for his village to having everyone finally accept him to earning onoki's respect to being commander of the ASF to turning naruto into his fanboyxd,all the while mantaning his coolness and ruthlessness for opponents like a boss

naruto haven't developed much .... his way of thinking haven't changed ever since he was a kid

thats not right ...
his ninja way is the same and he has always been immature but

naruto-> kid who did pranks to get attention -> sad and despised being the nine tail's jinjuriki -> found his ninja way -> learns to take responsibility -> accepts kurama -> wants to save village and shinobi world even after all people initially hated him

he is a elongated version of gaara except gaara killed people to get attention xd
ofcourse gaara is a lot more mature and has become kage
but we'll eventually find naruto as hokaga
