Some people like to say that Hiruzen is weak and that he isnt the same strength as hashirama or tobirama. So i have a question for the base. For all the people who doubt the power of Hiruzen, and refuses to accept he was the strongest of the Kage.

Name one person from Part 1 that can defeat or draw with the team of Orochimaru, Hashirama, and Tobirama like hiruzen did.

I agree with you, however I'd note that Orochimaru didn't have the control over edo tensei as Kabuto has right now, the 1st and 2nd were definitely not used to their full potential.

In the desert yes he can. He buries all of them. Water techniques won't be all that usefull in the desert either.
