Doesn't it seem strange that the "Unknown" guy only has 4 spikes on his hair compared to Hiruzen?

That's a pretty vague assumption. The only reason I would say that it isn't Hiruzen is the length of hair, rather than relying on the number of spikes his hair has. Even then that's not enough to go by. I am assuming it's Hiruzen because the scenery looks similar to the page before, and he was Hokage at the time.
