No, that was the start of Tobi, not the cause, he didn't see Rin die and instantly think 'infinite Tsukuyomi', it made him question the world and the hatred and how true peace can come about.

Tobi doesn't even seem to care anymore, he isn't Obito, he is 'no one' all he cares about is the plan, it is probably the circumstances in which she died more than anything.
