Despite who I think would have one, one of the kages would have died and the other would've been fatigued.
What do you think the implications would have been had A and Tsunade fought.
I'm not asking who would win, in that situation Raikage would've lost as Tsunade had info on Raikage and the means to tank, plus the support of Bee and Naruto.
What I am asking, is what would the consequences of repercussions of their fight had been?

Assuming Raikage won what would the implications or consequences have been for the rest of the manga, at least that which has been shown thus far?

Assuming Bee and Naruto interfered whose side would they have chosen? Would they have chosen sides? If they did what impact does it have on the future? If they remained neutral would they have prevented kage blood from being spilled?
Yes it has versus elements to it, but the ultimate question is what greater impact that event would've had on the narutoverse.

He wouldn't be hurt. You can't hurt what you can't catch, and she has some raiton someone stated but those low level sh*t won't work on a raiton master like himself.

Some of the other kages would have had to talk some sense into the nation of the kage that lose the fight in order to not make a mess inside the militia

That's one factor, but also consider how that affect the leadership of the masses as there seems to be a hierarchy.
And consider how the kages would've fared against Madara and what that would mean for everyone else?
Consider what that may mean for Bee and Naruto
etc.
