Obito wanted to be Hokage, yet on his entrance letter he had a Konoha Police Force emblem on it. Is that stating that Obito was getting pushed into going into the police force. Itachi was the only link between the Uchiha and the Heart of the Village and that was only because he showed real dedication when he reported the Uchiha Coup'. Did obito notice the distance between the Uchihas and the Village?

Obito is a spitting image of naruto and represent the opposite path to peace
which is power.
