Kisame Hoshigaki Abilites

Ability to suck Chakra out of the opponent
Kisame also showed a unique trait of sucking out chakra out of his opponents using his sword Samehada. He shared a symbiotic relationship with his sword, giving it chakra in exchange for sucking out chakra out his opponent on contact and giving it to him allowing him to become theoretically infinitely strong and match his strength to his opponent even if they have higher chakra reserves. Its also a method used by Kisame to gradually wear down his opponent and turn the fight into a fight of stamina exhausting the opponent whilst replenishing his own strength resulting in a inevitable win.

Water Release: Rain Water Shark Wave

Kisame slams his palm onto a nearby water surface, sending a large surge of water into the air. This water then forms into a number of water sharks, which then rush towards the target from above. Should these sharks be attacked, the water that composes them simply reforms into countless droplet-sized sharks, which continue to rain down upon the target and inflict damage whenever they come into contact with them.

Water Release: Great Shark Bullet Technique

A stronger version of the Water Release: Water Shark Bullet Technique, where the user creates a gigantic shark out of water and, by thrusting both hands forward, sends it to attack the opponent. This technique differs from the original in that it is able to absorb the chakra from an opponent's technique and in turn, use that chakra to grow larger and more powerful.

Very High Magnitude Water Release Techniques
Kisame could perform very high magnitude water releases attacks whether there was a nearby water source or not. He had very high chakra reserves and could make very large bodies of water only with his mouth. He is hailed and recognised as one of the best water users in the entire Naruto verse, one great feat of his water Ninjutsu is that he could perform: Water Release: Water Dragon Bullet Technique with one seal when it takes most other water uses 18 seals to perform the same technique

Samehada Fusion Mode

Kisame is also able to expand on his shark like appearance by fusing with his sword Samehada to become half-man, half-shark. He completely merges with Samehada which doing so causes him to grow fins and webbed hands that allow him to move through water with considerable ease. Kisame also receives some of Samehada's abilities while in this form, such as being able to extend spikes from his body for offense, and absorbing chakra when others come into direct contact with him, as well as the ability to track chakra.

Kakashi Abilites

Kamui
A powerful dōjutsu, originated from the Mangekyō Sharingan of Obito Uchiha, it allows the user to transfer anything to another dimension. If one spends a lot of time and trains one's chakra over and over again, this technique can be invoked. The target is enveloped with a barrier space and the user concentrates their mind to what they gaze at.

Rasengan
The Rasengan is a powerful A-rank technique invented by the Fourth Hokage, Minato Namikaze, which he created by observing the Tailed Beast Ball.
The Rasengan does not require any hand seals to use, relying only on the chakra control of the user. Once it is complete, it becomes self-sustaining, which does not give the Rasengan a definite limit like the Chidori.

Chidori/Raikiri

he Chidori is Kakashi Hatake's first original technique, though he more frequently uses an S-ranked version known as the Lightning Cutter. He created it around the time he was promoted to jōnin, and later taught it to Sasuke Uchiha.

Earth Release: Earth-Style Wall

The user creates a solid wall of earth as a form of defence. Chakra is either converted to earth within the body and then spat out to form the wall or the user can manipulate pre-existing earth to form the wall. The earth then instantly rises up and takes form.

Lightning Beast Running Technique

By manipulating lightning chakra into their hand, the user can make the lightning expand to create the form of a hound. The hound remains connected to the user's hand, allowing them to control it during its attack.

Why Kisame >Kakashi

-A great cantity of chackra
-With samehada can absorb kakashi's chackra
-He can exhaust Kakashi's Stamina and replenish his own making it a match of stamina/attrition
-His Water Prison is too much for Kakashi to counter, his Samehada Fusion Mode drains all his chakra.

kakashi can copy kisames's water techniques with sharingan since none of them are limited to kg bloodline. However, He might exhaust his chakra with those techniques. If Kakashi can wrap it up soon with lightning blade/ Kamui, then he wins. But if the fight prolongs, then kisame has a really good chance of winning.
