Large scale woodstlye and waterstyle jutsu with few hand signs(changing battlefeild to their advantage in a instant). Skilles space time jutsu user(the 2nd). Incredible smarts(more the 2nd then the 1st). Instant healing abilties(the 1st). Great taijutsu and bringer of darkness genjutsu

Madara and Tobi(still with rinnegan and wood style just not edo)

Large scale deva path jutsu(Madara, and he can use it with tobi their because tobi can get them both out of the way). Close range kamui and transparency(Tobi). Perfect suasnoo and large scale attacks as well as high level firestyle jutsu(Madara). And great taijutsu along with sharingan.

Itachi and Nagato (No edo but prime Nagato and Healthy Itachi)

Mastery of MS, Large scale firestlye jutsu, strongest visual genjutsu user, Suasnoo with Yata Mirror sheild and Totsuka blade, great taijutsu along enhanced by sharingan and perhaps the smartest ninja in naruto(itachi). Mastery of Rinnegan and all paths, able to use all chakra natures an mastered all chakra natures and yin release at the age of 10, 8 summons 8 feilds of vision and great taijutsu with med intellegance(nagato, not sure about the intellegance part but we havent really seen anything to put him on itachi,minato, or the 2nds level)

Naruto and sasuke

Complete control of 9 tails, sage mode, great taijutsu,speed rivaling the fastest ninja's ever, frog summons,high level large scale wind jutsu's an TBB and med intellegance(naruto). EMS lagre scale fire style and high level and large scale lightning jutsu, skilled taijutsu and genjutsu user and 1 hawk summon, suasnoo, amaterasu, and chakra arrows are his favorite with med intellegance(sasuke)

Minato and Jiraya

Fastest ninja ever, most skilled sealing ninja seen, perhaps smartest ninja in naruto, creator and master of reasegan,great taijutsu FTG(minato).Large scale fire style jutsu, sage mode, Ma and Pa and frog summons, Perhaps the strongest genjutsu used through ma and pa(or so ive heard), mastery or reasegan, great taijutsu and high intellegance(Jiraya)

I think its between 1st and 2nd, Madara and obito, and Nagato and itachi.

Itachi and nagato.. nagato has most experience with rinnegan but he got plotted like shiet.. and itachi have mastered sharingan in young age.. like itachi said ...(something like this..) " together we wouldbe unstoppable" nuff said ..
