no, his base speed was very fast too. he showed this when tobi threw naruto in the air and minato caught him before tobi could stab him. he only used his base speed and not his teleportation.

and i still call that an above jonin lvl flash step... if tobi and flash steped up to naruto to kill him he would have killed him... since it was a trap... he didnt care to try to beat him to naruto... and that speed is not above naruto's in KM... not faster than raikage's... probably not faster than gai's base speed let alone with gates open... if we are talking straight foot speed there are a few ppl faster than minato... its just minato has the teleportation jutsu to cheat and get the instantly instead of traveling there....

Since he is able to keep up with KM Naruto and even BM Naruto with ease, since he has a teleportation jutsu that helps to go everywhere he wants in a less than 2seconds. Kakashi kept up with Gated Gai and even Tailed Beast, it's enough for me to put him there, actually i even think i underrated him
