Zabuza before he was even a ninja killed all of the graduating class. Now Zabuza's age was 26 (

) when he fought against kakashi. Kakashi was 26 when he fought against Zabuza (

Things we need to get cleared out of the way. Obito "died" at the ripe old age of 13 years old(refer to databooks and wikia). Kakashi got his jounin promotion the same year at the age of 13(refer to databooks and wikia). Now Zabuza graduated the academy at the age of 9(refer to databooks and wikia). Obito unlocked his sharingan at the age of 13

Therefore with the evidence shown above us. It is theoretically impossible for Obito too of controlled the 4th Mizukage Yagura due to the fact that he is the same age as Zabuza, did not have the sharingan, and currently was in Konoha in the academy(graduated at the age of 9 according to the databooks).

I do believe that they're two tobi's however because it would not make sense for Obito to be controlling a Jinchurikki (who wasn't a perfect jinchurriki but a jinchurriki nonetheless) at the age of 8.

(Yagura was not a perfect jinchurriki due to the fact that a perfect jinchurriki is immune to genjutsu by both partners working together and accessing each others chakra, however he was controlled. Therefore it is impossible for him to of been perfect with the actions that Yagura has done.

He graduated at the age of 9, so its plausible to say he did it at eight, because he did it when he was not even a ninja. The databooks say it, also the wikia has it as well.

Actually Danzo couldn't of done anything due to the fact that he did not have shisui eye until after the massacre

Well there's Kagami he just disappeared :shrug: and to be honest there is every single other uchiha. Kishi can make up a random one that was following madara if he wants.

To be honest we don't know which period of time Tobi actually took control of the Mizukage (as far as I know anyway). The Mizukage may have been the one who created the academy ritual at that time. But what we were shown between Tobi and the Mizukage happened after the 9 tails attack on Konoha.
Kisame is only 2 years older than Itachi, and he was much older than 15 in this pic:
