Gai and Lee can open the 8 gates if they do....well neji can't compete with that kind of speed. Neji himself has stated that Hiashi is the most powerful Hyuuga and Hiashi was Neji's teacher in part 1 so he knows most/all of neji's moves. Honestly Lee and Gai are just bad match ups for him.

neji...can beat anyone in the konoha 11 in taijutsu.
his byakugan lets him see A even though hes super fast. and it even gives him time to react as well, i think A would still WIN however it would be annoying.
Lee is an even match for Neji with 8 gates open. Gai...would probably overwhelm him.
Kimimaro would be a great match for Neji too. I think Neji would take him though.
