Regarding Pain's development (taken from Naruto Wiki, quoted from Databook)

I take this to mean that Kishi thought up "Pain" or the "Akatsuki Leader (AL)" before he thought up Nagato or the 6POP. The piercings being "chakra receivers" seem to have been added later on.

My belief is further reinforced by the fact that Deva Path is shown using all sorts of weird techniques early on in Part II by himself.

I still find it stupid that this mysterious shadow leader with the spiky hair and weird eyes was nothing more than a zombie puppet being used in conjunction with five others by a random guy whose existence wasn't hinted at at all until Jiraiya's fight.

Why couldn't AL have just been a singular, uber-powerful ninja? I don't mind the Rinnegan--I think it's badass--but was Nagato really necessary? Couldn't "Yahiko" (the founder of Akatsuki anyway) have just been the kid with the Rinnegan? I don't even mind the Jirayia's student or the Uzumaki Clan bits--those are actually cool ideas--but I just feel like Nagato was totally pulled out of left field.
