I've actually been more interested in this then Obito/Tobi. Seeing as how grave robbing is no problem for Orochimaru and he does nothing but research, I'm thinking it's either ol' Sage of Six Paths himself or someone like the founder of the Uchiha clan. Kishi just puts out too many damn possibilities that it's impossible to come up with an reasonably accurate theory anymore!

I think Sasuke and Orochimaru are either going to see the top brass by sneaking back into Konoha somehow. Its not a single person he needs to talk to, but at least a couple of people.
