My questions would be:

Why would someone else be wearing the same one-eyed mask?

For that matter, why did Tobito wear that mask? We know that at some point he obtained a replacement sharingan. Why cover it up? If you've got two eyes, wouldn't it make sense to use them? Unless, of course, you're Kakashi and the second eye drains all your chakra. Does Tobi suffer similarly? I don't see why he would if he is, in fact, Obito, since he's an Uchiha.

Well, for one we know both masked men acted as Madara, so they concealed their true identity.

Yes,I believe so too.The tobi with longer hair is shown to control the mizukage who is a perfect jinchuuriki(meaning the bijuu and host are pals) using a genjutsu.This genjutsu has to be either koto amatsukamit or something similar.If the current tobi possesed a jutsu like that,he would have already used it on naruto.More over,tobi claims to be the one who gave nagato the rinnengan and at that time obito wasn't even born.

But how come Kisame say that it was Madara when Tobi revealed his face unless the one that controlled the Mizukage and Tobi are the same. So what I can say is that something esle happened there (in Kisame's past) which Team Kakashi wasn't able to "mind-read" before Kisame bit this own tongue :shrug:
