Nowhere in here does it say specifically that Madara possesses this jutsu. Only that Madara could have slipped in and out of the villages defenses undetected. He thinks for a moment that this man is madara but rethinks this because Madara is dead. This man says i wouldn't be so sure, which means nothing, because since the Kage summit arc he's been masquerading as Madara. And since this was shown before it was revealed that he wasn't Madara, it was probably plot to keep us thinking that this was Madara.

He plowed through too much established canon for it to make complete sense.... But we'll leave it to Kishi, until then only his FACE is confirmed to be Obito.
