I have a feeling that Oro has PLENTY of techniques and surprises up his sleeve that will leave us speechless.

I respect your idea but Oro is at the least 2nd strongest. He has been unable to use his arms for the majority of the series (thus making him a weaker character). He perfected Edo tensei, and he's about to make a come back unlike the other two as he can now use his arms.

He's also next to impossible to kill. He is stronger than tsunade, jiraya I can't say though.

Well he was Killed. but Sasuke brought him back. If Anko's body had been destroyed. Oro wouldn't have cameback. But, Considering Tsunade is the only Kage out there Owning Susan'os.. And doing multiple jobs.. Ima go with her.

Now this brings me to the Slug > Snake> Frog Frog > Slug> Snake.

BUT Jiraya has Sage mode .. While Oro really doesn't. I mean hey Tsunade can kill someone like Manda.. by herself.
